REPSE for Security Companies: What to Check Before Hiring a Provider

Since Mexico’s 2021 labor reform, private security is a specialized service that only REPSE-registered companies may provide. Understanding REPSE for security companies protects you as the client, not just the provider.

What REPSE is

REPSE (Registro de Prestadoras de Servicios Especializados u Obras Especializadas) is a registry run by Mexico’s Ministry of Labor (STPS). Companies that place staff at another company’s disposal for specialized services must register and renew every three years.

Why it affects you as a client

  • Joint liability: if the provider fails its labor and social security obligations, the client may be held responsible.
  • Tax effects: payments to unregistered providers may not be deductible or allow VAT credits.
  • Reputational risk: a labor dispute with guards assigned to your site involves you too.

For tax and labor details specific to your case, consult your accountant or lawyer.

Which documents to request

  1. A current REPSE certificate that lists private security as an activity.
  2. Private security permits from the state authority and, if operating in more than one state, federal authorization.
  3. A written contract stating the service, the registration number and estimated staff.
  4. Periodic proof of IMSS and INFONAVIT payments for assigned staff.
  5. Staff registration in the applicable registry, such as the CUIP.

How to verify the registration

The REPSE registry is public and can be searched on the Ministry of Labor’s website. Make sure the company name matches your contract and the registration is current.

Red flags

  • The provider does not hand over its certificate or keeps postponing it.
  • The rate is far below market.
  • Guards are not enrolled in IMSS or rotate without explanation.
  • Invoices come from a different legal entity than the one in the contract.
